Government bans TMS during office hours in government offices

The government has banned the use of the Trade Management System (TMS) in government offices across the country during office hours.
As the government employees who are supposed to provide efficient service to service seekers are busy with share trading and start calculating profit and loss, the government has banned such activities in the office.
In particular, within the main administrative centre of Singha Durbar, the Commission for Investigation of Abuse of Authority (CIAA) investigated upon receiving a written and verbal complaint that the employees were engaged in share trading leaving aside the necessary work during office hours.
After the monitoring, the commission sent a letter to the Office of the Prime Minister & Council of Ministers on 6th September. Based on the instructions of the Commission, the Office of the Prime Minister & Council of Ministers has requested not to operate the Trade Management System (TMS) during office hours. Correspondence has been sent to all the ministries, commissions, secretariats, chief secretaries, chief ministers and council of ministers offices of all the seven provinces, judging that it is not justified to do private business in the stock market while sitting in the office.
“All the government and public bodies of the government of Nepal should have a system not to run TMS during office hours and make arrangements to check whether TMS is running or not at that time using information technology,” the letter states. The Office of the Prime Minister and Council of Ministers has requested all ministries, commissions and secretariats with a carbon copy of the correspondence sent by the commission.
On Tuesday, Prime Minister KP Sharma Oli also informed through social media that TMS has been banned in government offices. He mentioned, “Private trading in the stock market while sitting in a government office is also illegal from a legal point of view.
This has had an adverse effect on the government work and there are complaints that the work of the service seekers has been affected. Addressing this public complaint, the government has now banned the Trade Management System (TMS) in all government offices across the country.
